Conférence internationale sur l'eau pour l'alimentation et les écosystèmes
La Haye / Pays-Bas
La conférence fournira une plate-forme de haut niveau à environ 350 participants venant de diverses parties du globe, y compris une consultation au niveau ministériel.
Le principal objectif de la conférence est d'aider les gouvernements à identifier les pratiques de gestion, les leçons concrètes apprises et les environnements propices qui déterminent l'utilisation rationnelle de l'eau au niveau du bassin hydrographique, et permettent l'harmonisation de la production alimentaire et de la gestion de l'écosystème en vue de concrétiser les engagements déjà convenus au plan international.
Les résultats de la conférence internationale de La Haye consisteront en un apport direct à la Commission du développement durable (CDS-13) qui porte sur les questions relatives à l'eau. En outre ils permettront de formuler des programmes de travail au titre de conventions internationales comme la Convention sur la Biodiversité et la neuvième Conférence des Parties (Cop 9) à la Convention de Ramsar, ainsi que le Plan de mise en oeuvre du Sommet mondial pour le développement durable (Johannesburg 2002).
La conférence sera complétée et façonnée par plusieurs autres manifestations:
· Le Forum électronique pour diffuser sur internet vos expériences et points de vue et formuler vos recommandations pour les déclarations et résultats de la conférence.
· La Pre-conférence africaine, Addis-Abeba, 4-6 novembre 2004, pour examiner les questions et intérêts particuliers des Etats africains en matière de gestion de l'eau pour l'alimentation et les écosystèmes.
· Des Séminaires régionaux de partenaires pour échanger de nouvelles connaissances et formuler des recommandations pour la conférence sur la base de cas et problèmes thématiques/régionaux particuliers.

Conférence Euro-Africaine : Gestion de l’eau et gestion des territoires ruraux

L’Académie de l’Eau organise, à Paris, les 22 et 23 mars 2005, date de la Journée mondiale de l’Eau et du lancement d’une nouvelle Décennie de l’Eau des Nations-Unies, une Conférence Euro-Africaine sur le thème "Eau et Territoire", dans la continuité du 3ème Forum Mondial de l’Eau de Kyoto de mars 2003, et dans la perspective du 4ème Forum Mondial de l’Eau prévu à Mexico en mars 2006.
Cette démarche s’inscrit dans la composante GIRE (Gestion Intégrée des Ressources en Eau) de l’Initiative Européenne sur l’Eau dont le pilotage a été confié à la France. Elle se situe également dans les suites données par la France au rapport Camdessus sur le financement des infrastructures hydrauliques. Elle traduit enfin les préoccupations issues des travaux du G8.

CYTED (Programa Iberoamericano de Ciencia y Tecnología para el Desarrollo) y el CETA (Centro de Estudios Transdisciplinarios del Agua, Facultad de Ciencias Veterinarias, Universidad de Buenos Aires, Argentina)
La problemática del agua integra el conocimiento de una diversidad de sistemas que no son usualmente considerados en forma simultánea. Los recursos hídricos son parte de sistemas funcionales, como las cuencas hidrográficas, y deben tenerse en cuenta las complejas interrelaciones entre los componentes físicos y bióticos. Además es de fundamental importancia tomar en cuenta las interacciones de los seres humanos con el recurso hídrico, pues tanto las actividades cotidianas de subsistencia como las actividades productivas en general requieren de este recurso.
La vinculación entre las diferentes disciplinas relacionadas con esta compleja temática, así como la articulación entre la investigación y la gestión, y la valoración y la gestión son necesidades evidentes para lograr un manejo integrado y sustentable del agua.
Objetivos:
1. Analizar y discutir experiencias de gestión integrada del agua en zonas húmedas
2. Promover la cooperación entre los centros de investigación y desarrollo y los organismos de planificación y gestión del agua en Iberoamérica.
Ejes temáticos:
- Aspectos socioeconómicos y culturales de la gestión del agua en zonas húmedas.
- Situación actual de la problemática de las zonas húmedas en los países de la región.
- Marco institucional y legal para la gestión del recurso hídrico.
Modalidad:
Seminario abierto a participantes de distintos sectores (académico, gubernamental, no gubernamental, productivo, sociedad civil). Incluirá conferencias plenarias, mesas redondas, presentación de posters y sesiones de intercambio de conocimientos y experiencias.

Some say we have reached a “watershed” in the management of our water resources and systems and that we have already started to do what is needed to become sustainable. Others think we are still degrading our resources and managing our systems poorly. These opposing viewpoints are behind the theme of Watershed: The turning point for water, the Australian Water Association (AWA) Ozwater 05 Convention & Exhibition to be held in Queensland from 5–12 May 2005.
The main Ozwater Watershed event will focus on the general water environment. This will take place in Brisbane from Sunday 8 to Thursday 12 May. A separate specialist Ozwater Watershed event will focus on the tropical marine environment including impacts on the Great Barrier Reef. This will take place in Townsville from Thursday 5 to Saturday 7 May immediately before the main event.
Watershed
We have designed this event as a “watershed” for the Australian water industry. It is a key opportunity for the Australian water industry to:
• evaluate our abilities to manage our water resources sustainably
• decide if we are managing our physical water systems and technology effectively
• ask whether we have the social impetus to adapt to the new world
• look forward to what we need to know and do to provide sustainable water for future generations.
The Ozwater Watershed event will provide the platform for international and Australian speakers to share the knowledge they have gained from many years work and research in the water industry.

progress towards implementation of the European Water Framework Directive

The European Water Framework Directive [EWFD] requires progressive protection and enhancement to rivers, lakes, estuaries, coastal waters and wetlands by the year 2015. The theme of the Directive is that the use of water by humans should be sustainable and not impact unduly on flow, volume and storage and the chemical, physical or ecological quality of the natural water environment. This leads to a need for management of the many human interventions in the water cycle at a river basin scale. River basin planning and management is thus central to the EWFD.
Substantial progress is being made in EU Member States with early stages of implementation of the EWFD and a number of the pre-accession states are also modifying their national legislation and procedures to come in line with the Directive. It is therefore timely, through this conference, which focuses on the fresh water components of the Directive, to review progress to date, share experience and to identify possible future issues which may arise as the EWFD is progressively implemented.

Problématique :
Il est prouvé mondialement ces dernières années dans les différents rapports de l’ONU, l’UNESCO, du Conseil Mondial de l’eau, de l’agenda 21, que les ressources en eau vont poser un grave problème à l’humanité dés 2005. Deux tiers de la planète risquent de souffrir d’un manque d’eau grave (si ce n’est pas déjà le cas) en cas où les schémas actuels de la politique, de la stratégie de l’eau restent inchangés. Un développement durable pour l’humanité avec une utilisation rationnelle et optimale des ressources en eau nécessite une nouvelle vision internationale, régionale, voire nationale.
Il est désormais largement admis que la mise en place d’un développement durable exige de mettre en équation des préoccupations sociales et économiques aux préoccupations environnementales en tenant compte du facteur essentiel et limite à savoir l’eau.
L’eau, ressource naturelle de plus en plus rare, est une partie du patrimoine d’une nation et aussi un patrimoine de l’Humanité. Sa protection, la mise en valeur et le développement des ressources utilisables dans le cadre des équilibres naturels sont d’un intérêt général pour la nation et le monde. Nous devons veiller au respect de ce noble principe et considérer l’eau comme un bien économique et social et son accès est un droit pour chaque individu. L’eau est essentielle à l’Homme. Elle a toujours joué un rôle important dans l’Histoire de l’Humanité. Source de vie, elle est aussi source de conflits dans de nombreuses régions du monde. En ce début du XXI ème siècle, l’eau est devenue un enjeu de taille et seules les nations qui auront su préserver leur capital hydrique pourront survivre. Les pays du pourtour méditerranéen, considérés comme semi-arides seront de plus en plus confrontés à des pénuries d’eau, tant les pressions provenant de l’agriculture, de l’industrie et des populations y sont fortes et croissantes. Dans ce contexte, l’eau a une valeur socio-économique et géopolitique particulière. Les solutions techniques et financières impliquent, de fait, une solidarité entre régions et entre états.
La gestion de l’eau doit aussi, avant tout, tenir compte des questions sécuritaires et pour cela un certain nombre d’accords et de conventions sont indispensables.

3rd IWA Leading-Edge Conference on Water and Wastewater Treatment Technologies

The 1st Leading-Edge Technology conference was held in Noordwijk/Amsterdam, Netherlands, on 26-28 May 2003. Over 180 delegates gathered to discuss the latest innovations in drinking water and wastewater technologies.
The 2nd Leading-Edge Technology conference was held in Prague on 1–4 June 2004. Once again the conference programme was structured around the two themes of drinking water and wastewater treatment technologies. 2004 also saw the introduction of workshops to allow delegates to debate topics further.
We expect the conference in Sapporo in 2005 to continue producing the positive outcomes its predecessors has prepared, while increasing the range and potential that LET has to offer the water professionals of the world.

Ces rencontres sur le thème « Fruits et Légumes, Vigne: Peut-on "produire durable»? devraient accueillir plus de 250 personnes, professionnels, scientifiques et étudiants. Ces journées sont organisées conjointement par la Société d¹écologie humaine et le laboratoire DESMID UMR 6012 ESPACE. Elles s¹adressent aussi bien à la communauté scientifique (chercheurs et doctorants de toutes disciplines) qu¹aux acteurs (professionnels, membres de la société civile, experts, etc.).
L¹incertitude n¹est plus le fruit de notre ignorance, elle est une des caractéristiques des objets et des phénomènes étudiés. Il est donc nécessaire d¹élaborer des méthodes de gestion de l¹incertitude dans les approches scientifiques, comme dans les démarches de prise de décision.
Ce colloque a comme objet de rassembler des chercheurs et des acteurs de toutes nationalités autour du thème de l¹incertitude dans la gestion de l¹environnement. Le sujet est vaste et 3 sous thèmes seront privilégiés :
1) Les incertitudes techniques liées aux mesures et aux représentations
2) Les incertitudes liées à la structure des modèles et à leur validation

The International Water History Association (IWHA) invites panel proposals and individual paper abstracts for IWHA’s fourth biennial conference. The program, which will address diverse topics related to water and history, will bring together scholars and practitioners from a variety of disciplines and different parts of the world.
In the process, IWHA hopes to help advance the theoretical and methodological quality of water history as a research field and to thereby increase understanding of the role of water in history and development. Specifically, the panels and presentations will dovetail with the long-term IWHA/UNESCO project to publish a seven-volume series on "Water and Civilization."
The program is organized around the following main themes and aspects (click on the themes for details):
A. The Control of Water.
B. Water and Religion.
C. Water and Climate.
D. Water and Conflict.
E. Water and Health.
F. River Basins – A Comparative Perspective.
