SEMINAIRE : Les nouveaux territoires de la gestion de l'eau potable changements d'échelle et évolution de la relation avec l'usager

Alors que semblent à peine apaisés les débats français sur les mérites comparés des gestions publique et privée, la décennie à venir pourrait être marquée par une profonde évolution des " territoires " de la gestion de l'eau potable. Sous l'impulsion européenne, la généralisation du " district hydrographique " comme échelle de référence et de la " gestion intégrée " comme philosophie gestionnaire inscrit les services dans un contexte plus large, avec lequel il va falloir apprendre à composer. Dans le même temps, les impératifs d'efficacité et de sécurité des approvisionnements, les récentes lois sur l'intercommunalité tendent à accroître le périmètre des services.
Ces changements d'échelle ont des conséquences importantes sur la gouvernance de l'eau potable. Ils se mêlent étroitement à la transformation en cours de la figure de l'usager et de la nature du bien " eau potable ". L'autre territoire à (re)construire est donc aussi celui de la relation à l'usager. Cette reconstruction passe d'abord par la tarification, appelée à réaliser une triple exigence d'efficacité, d'incitation aux comportements responsables, et enfin de solidarité. Elle suppose aussi la mise en place de nouveaux cadres de participation, à l'échelle du service comme du bassin.A travers la confrontation de points de vue d'acteurs institutionnels, du terrain et de la recherche, ce séminaire entend poser les bases d'une réflexion sur ces enjeux essentiels.

Rencontre internationale de prospective du Sénat - L’Eau : un défi pour l’humanité - Au cœur des stratégies pour un développement durable

""La moitié des habitants de la planète manquera d'eau dans trente ans si rien n'est fait : tel est l'implacable constat fait lors du sommet de la Terre de Johannesburg. L'ampleur des défis posés à l'humanité par la question de l'accès à l'eau pour tous est immense : 1,1 milliard de personnes dans le monde n'ont pas accès à l'eau potable et 2,4 milliards, 4 terriens sur 10, ne disposent pas encore d'installations sanitaires décentes.
Plus de cinq millions de personnes meurent chaque année de maladies liées à des problèmes d'eau, soit dix fois plus que le nombre de victimes tuées dans les conflits, selon le Programme des Nations Unies pour l'Environnement.
Depuis 1950 le taux de croissance des prélèvements en eau a été plus du double de celui de la population.
Corrélativement, la quantité d'eau douce renouvelable et disponible est passée, par habitant, de 17000 m³ en 1950 à 7500 m³ en 1995 et devrait tomber à 5100 m³ en 2025. Quant à la consommation moyenne d'eau par habitant elle varie de 1 à 30 entre un américain, qui consomme 900 litres par jour, et un africain, qui en consomme à peine 30 litres.
En partant de cette implacable réalité, ce colloque du Sénat, qui réunira les plus éminents spécialistes de l'eau, tant dans la sphère politique et scientifique que dans la domaine de l'entreprise, tentera de mieux d'éclairer les immenses enjeux soulevés par cette question de l'eau et essayera d'esquisser des solutions pour permettre, dans une génération, un accès à l'eau pour tous les habitants de notre planète.""

Some time ago the Congress Steering Committee informed you on the organization of the International Congress on Water Resources and Environment, which was scheduled for May 28 - 31 of 2003.
Regrettably we have to inform you on the decision that the Congress Steering Committee decided to cancel the International Congress.
Due to several reasons we had to take this decision, despite the many abstracts and registrations for participation that we have received from all over the world.
One of the reasons is the heavy workload and the very tight schedule in the preparation of the Master of Science Program in Civil Engineering with specialization in Water Resources and Environment. The congress was meant to announce the opening the MSc Program as well as to promote it.
We regret strongly that those, who already submitted their abstracts, can not be given the opportunity to present their issues during our congress.

""Pourquoi un colloque sur le thème de la réduction de l'utilisation des pesticides ?
Au niveau européen, et particulièrement au niveau français, l'impact des pesticides sur l'environnement va croissant. Ainsi, une enquête de l'IFEN vient de révéler en février 2003 une contamination des eaux de surface et souterraines en hausse dans notre pays. De même, nos aliments contiennent fréquemment des résidus de pesticides. Parallèlement, les connaissances sur les impacts de cette pollution pour la santé humaine et l'environnement s'accroissent tous les jours.
Au niveau de l'Union Européenne un texte est en discussion. Il devrait définir une politique pour une utilisation soutenable des pesticides. De plus, la Directive Européenne sur l'homologation des pesticides est actuellement en court de révision et de nombreuses substances actives, en particulier celles qui ne présentent pas un intérêt commercial suffisant, seront très prochainement retirées du marché.
Face à cette actualité, des synergies se sont crées entre les organisations non gouvernementales prônant une réduction de l'utilisation des pesticides et regroupées dans le réseau Pesticide Action Network Europe ( dont l'association MDRGF est le correspondant en France) et les organisations regroupant les agriculteurs biologiques ou les producteurs agricoles qui sont engagés dans des efforts de réduction de l'utilisation des pesticides...""

Following the course of action on sustainable water resources management outlined with the Millennium Development Goals, the recommendations of the 2nd Ministerial Conference of the Euro Mediterranean Partnership (Athens, July 2002), the targets of the World Summit on Sustainable Development (Johannesburg, August/September 2002), the outcomes of the 3rd World Water Forum and Ministerial Conference (Kyoto, March 2003), the results of the Informal Meeting of the Environment Ministers (Athens, May 2003) and the outcomes of the International Conference on "Sustainable Development for Lasting Peace: Shared Waters, Shared Future, Shared Knowledge", the Hellenic Presidency of the European Union and the Commission of the European Union, are organizing a Water Week, on 17-20 June 2003, in the city of Athens, Greece.
The Hellenic Water Week aims to tackle outstanding issues concerning integrated water resources management on EU level, with an emphasis in the Mediterranean region. It also aims to contribute to the actions taken in the context of the 2003 International Year of Freshwater.
